msstyls files can be hacked into windows through some applications.
The can also be converted to Windowblind skins using SkinStudio and then applied to windows.

Well, it's just that I've seen skins that I thought were for WB, but the extension on them were msstyle instead of wba. So how are these used?

If you're an Object Desktop Subscriber or you have SkinStudio, you can convert .msstyles to windowblinds and run them from there.
Open SkinStudio and select Import MSStyle. It should be known, though that they don't skin nearly as much as WindowBlinds does. Nor do they offer the features and functions WB offers. Personally, I've never liked any that I've converted over.

Has been a while since I did, but open SkinStudio and the option to convert msstyles to WB skins appears on a splash screen at startup....just select desired msstyle and follow the directions...
Someone will correct me if I'm wrong, but as I recall you can right click on an msstyle and select SkinStudio to always open that file type, thus future d/led msstyles are converted for you automatically.

Someone will correct me if I'm wrong, but as I recall you can right click on an msstyle and select SkinStudio to always open that file type, thus future d/led msstyles are automatically converted to wba's.....which is the much safer way to skin your GUI as msstyle proggies hack system files and void the MS EULA.
